No, they are providing bad links. it's harmful for your website.

I had ordered a gig that said it would make 3000 "Do follow" backlinks (for my Tier 1 sites). When I checked my delivery, most of the links were either from Whois sites or from website worth checker site and most of the links were nofollow.
I had also ordered 2 gigs for 5000 backlinks on the same day. My site was penalized by Google after 4 days of delivery.
So, NEVER buy any gig that offers thousands of backlinks. Those gigs that promise one or two links are good.
